Freeport council approves consent items, personnel appointments and employee benefits in one session

The City of Freeport City Council on Nov. 18 approved a series of routine and policy items, including appointments to local boards, vendor contracts and employee benefit changes.
Council approved the consent agenda — including minutes for Nov. 4 and Nov. 11 and a road closure for the Jan. 20 MLK Jr. parade — by a 4-1 vote. The council also approved an annual ex officio appointment to the Municipal Utility District (MUD) No. 1 (motion carried 4-1) and appointed Douglas Dominguez to a vacant seat on the charter review board to serve through May 31, 2025 (vote recorded as 5-0).
On city operations, the council unanimously approved a recommendation to replace the municipal IT server with equipment and services from Square 3 after staff described that option as carrying lower implementation risk despite costing roughly the same as an alternative bid. Staff said the approved option keeps existing services functioning and remains within budget.
The council also adopted personnel policy changes to encourage employees to live in Freeport. The newly added Section 9.18 offers $2,500 toward the purchase of a primary residence paid in increments over five years and a $100 annual voucher for leased units (up to five years); staff estimated the first-year budget impact at about $3,800.
Council approved a one-year interlocal agreement with the City of Lake Jackson to allow Freeport employees to attend a commercial driver’s license (CDL) training program; the training costs about $1,800 per employee. Council members asked staff to draft a policy to recover training costs if employees leave shortly after training. Staff said no employees would be sent until that recovery policy is in place.
The council added a $150 annual digital voucher for approved safety footwear (Section 9.19) to the employee handbook; vouchers are limited to approved vendors and footwear that meet job-safety requirements.
Finally, the council accepted a $25,000 Texas A&M Forest Service Fire and Rescue Equipment Grant for a UTV to improve access for grass-fire and remote-area responses; the project cost is about $36,700 with the remainder to be covered by fundraising from the Freeport Firefighter Association.
The council closed the regular session and moved into executive session to deliberate real property, gifts and donations, personnel matters and security devices.
