Council approves $70,743 TWIA windstorm/hail policy; community building coverage pending certificates

City finance staff and the city’s insurance agent reported that Victor Insurance placed a windstorm and hail policy for the Texas Windstorm Insurance Association (TWIA) effective Jan. 6, 2025, with a premium of $70,743 and an unchanged 2% deductible.
Finance Director Ashley Hurst (identified in staff remarks) told council that two city buildings — the community house and the recreation center — were not included in the new policy because required WPI-8 roofing certificates from prior roofing work were missing from the city’s files. Staff said they are working with the insurance agent to obtain the required documentation so those buildings can be covered again. Staff also said the premium cost was budgeted in the adopted budget for FY2024–25.
Council discussed past claims and whether the city had been covered for recent roof damage despite missing certificates; staff confirmed the city received coverage for prior roof damage but emphasized the need to file the certificates for future renewals. Given the policy’s pending Jan. 5–6 expiration date and staff’s recommendation to maintain coverage for most city buildings, council approved the renewal unanimously.
Staff committed to obtaining missing WPI-8 certificates and reported the premium was roughly $1,500 more than last year’s renewal. The policy’s effective date and deductible are included in the council-approved documentation.
