Mount Pleasant council approves meter, wastewater and sewer pay requests totaling several hundred thousand dollars

The Mount Pleasant City Council on Dec. 17 approved three pay requests for ongoing infrastructure projects, authorizing payments to contractors for work on water-meter replacement, wastewater collection and wastewater‑plant improvements.
City staff presented Pay Request No. 7 to Schneider Electric for the water‑meter replacement project in the amount of $334,343.58 for work between Oct. 24 and Nov. 19, 2024. Staff said crews have changed thousands of meters and that service lines are being evaluated for lead and copper; sample results reported so far have not found lead but identified some galvanized service lines. Staff advised residents they would be notified if work or follow‑up testing was needed and suggested residents keep receipts if they replace galvanized lines privately in case a future reimbursement program is created.
Council approved Pay Request No. 2 to Wicker Construction for the West Loop wastewater collection project in the amount of $296,160.60. Staff described that request as covering mobilization, traffic control, stormwater protections and clearing approximately 15 acres of right‑of‑way; the original contract amount in the record was shown as $9,816,351.10 and a project schedule was discussed.
Council also approved Pay Request No. 19 to Heritage Construction for wastewater‑plant work in the amount of $587,310.33. Heritage representatives reported the project is in phase 2, with substantial completion expected in August 2025 and final demobilization targeted for September–October 2025; work includes installation of diffusers, blowers, piping, the effluent lift station excavation and electrical wiring.
All three pay‑request motions passed by unanimous vote at the Dec. 17 meeting. Staff provided contract totals and change‑order context for the wastewater plant, but the record contains some numeric transcription inconsistencies; council and staff repeatedly confirmed the projects are on an active schedule and that staff will continue to report monthly on financials and progress.
