Freeport resident alleges officers bypassed dispatcher and neighbor's work floods her property

Flora Green, who said she owns two rental properties in Freeport, used the council’s public-comment period to complain about police conduct and a neighboring property owner.

“These officers are out of control here in your city,” Green said, recounting that she called police to remove officers from her property and later received a report indicating Officers Hernandez and Graham had contacted each other by phone instead of routing the call through dispatch. Green said she asked officers to meet a man named Miller at 1611 North Avenue Q and that the police department’s written report — which she said took months to receive — did not resolve her concerns.

Green also described a separate dispute with a neighbor she named as Gardo (also transcribed as Gerard) Campbell. She said the neighbor elevated a nearby road, installed a drain in an alley and removed waterfront access that previously protected her property, causing standing water to flow onto her lot and interfering with contractors working on repairs. “He put a drain right there in the alley … all the water comes over my property,” Green said.

Council did not take formal action during public comment. Mayor (unnamed in the transcript) and council members acknowledged Green’s statements but did not announce immediate follow-up steps during the meeting. The remarks were heard at the beginning of the council meeting under the public-comment agenda item.

Because Green raised specific allegations about named officers and a neighbor’s property improvements, the statements represent unresolved complaints on the record. The council did not document a staff follow-up or a referral to investigation in the meeting minutes; residents seeking formal redress should contact city staff or the police department to request an investigation or records review.
