Mount Pleasant council approves $1.16 million pay request for South Side Wastewater Treatment Plant

The Mount Pleasant City Council voted unanimously to approve Pay Request No. 17 from Heritage Construction LLC for work at the South Side Wastewater Treatment Plant.
City staff said the payment request totaled $1,158,805.77 for installation of piping, diffusers, sludge rakes and clarifier work. The presenter told the council: "This is for a pay request number 17, on the work that's being done after the wastewater plant by Heritage in the amount of $1,158,805.77." Staff also listed an adjusted contract value and cumulative costs: an adjusted contract figure was stated in the meeting packet and completion-to-date costs were described as roughly $25,531,897.90 with percent of time complete at about 66% and percent of money spent around 49%.
When council asked about schedule, a project representative said the work is on track for third- or fourth-quarter 2025 completion, with some rain days and field orders adding time. Council member Hackney moved to approve the pay request and Council member Hinton seconded; the mayor asked the secretary to record the vote and the motion passed unanimously.
What happens next: The contract will continue under current oversight, staff will process the payment and the project team will continue work toward the projected late-2025 completion date. Project photos were included in the council packet but did not display during the presentation.
