Walmart, Wing present proposal for drone deliveries at Highland Village Walmart

At a special joint workshop of the Legislative Council and the Planning and Zoning Commission, Walmart representatives and Wing officials presented a proposal to operate Wing drone deliveries from the Highland Village Walmart. Presenters said the service would extend the company’s regional Wing network and offer customers faster, smaller-package deliveries.

Mark Bergman, a Walmart representative, told the panel the company is pushing drone delivery to meet growing customer demand and said the service could deliver orders in "less than 30 minutes." He described the Dallas market as a testing ground, said Wing already operates multiple sites in the region and listed a total of 12 active sites serving the metro area. Bergman also introduced team members who will support site setup and technology review.

Catherine Levitt, identified as Wing’s local policy and community affairs manager in downtown Dallas, described the nest and loading process shown in a live-order video from a Frisco Walmart. "This is actually a live video, and live order, real order that went out from our Frisco Walmart," Levitt said, explaining the end-to-end process and the nest setup that a Highland Village site would use.

Mayor (speaker identified in the meeting) told the group the city currently has no ordinance specifically addressing drone delivery and that the city would need to change local rules to allow such operations. He noted the nearby Lewisville Walmart hosts a Wing site and that its service "does reach into Highland Village a little bit," which the presenters said informed the proposal to establish a dedicated Highland Village site.

Presenters emphasized safety and regulatory oversight. Bergman characterized Wing as having an "outstanding safety record" and said the Federal Aviation Administration is "making sure that we are hitting all the requirements." The presentation also framed drones as more efficient for small deliveries and as a way to avoid adding vehicle trips to local roadways.

No formal motion or vote was recorded during the workshop. The discussion was presented as an informational briefing to introduce the concept to council and commission members and to note that local ordinance changes would be required before operations could begin.

The presenters showed video of on-site operations and described roles for local siting and technology checks. Council and commission members were invited to ask questions and consider necessary ordinance language and permitting steps if they decide to move forward.

The workshop concluded with no formal action recorded on the drone delivery proposal.
