Phil, addressing the board, said the U.S. Army Corps of Engineers is developing a strategy to notify Highland Village residents who have illegal boat docks and that the Corps expects to roll out that strategy over the next “probably 6 months.” Staff said they will share the Corps' plan with homeowners associations and post information on city channels.
At a separate public engagement for Pilot Knoll Park’s boat-ramp-area improvements, staff and the project architect reported roughly 20 residents attended and provided feedback supporting lighting upgrades, adding an ADA parking space and a courtesy dock. Phil described a near-term operational fix the department plans to install: “We’re actually going to put chevrons in like we did at Capris that allow you to use the boat ramp when it’s, when you can't see it,” which staff expect to install this winter.
Board members raised practical concerns about water-level fluctuations. Phil noted chevrons and signage will help align trailers and limit curb hang-ups but will not solve all high-water issues; larger design changes are part of the longer-range Copperas Branch/Pilot Knoll master-plan discussions. Staff committed to provide updates to the board either at future meetings or via email as the Corps and the city finalize outreach and design details.
