Staff (Cesar) explained the third amendment to the solid‑waste contract will allow Republic Services to continue providing industrial roll‑off and disposal services for one year at no cost to the city; users will pay for the service and the city will collect franchise fees. Councilmembers discussed the exclusivity and franchise arrangements and supported the short extension while city staff consider future options.
Separately, staff presented a revised holiday‑pay policy intended to align Palm View with other cities and to better compensate employees who must work on holidays. Under the approved approach, full‑time administrative employees normally scheduled to work on a city holiday will receive the day off with eight hours of pay; first responders and solid‑waste employees who must work a holiday will receive holiday pay plus pay for hours worked (effectively double pay for hours worked on the holiday). Council approved the policy for one year after staff said departments had been consulted and the change was intended to aid staffing and incentives.
Both measures passed by unanimous voice vote.
