The Palm View City Council moved forward with several development and grant‑related steps, approving sole‑response procurements for CDBG‑funded project studies and authorizing engineering work for a 10‑acre tract on Marla Street.
Staff reported a single response for the archaeological survey required for the Riverside Division/ Namida subdivision and recommended approval based on GrantWorks’ recommendation. Council voted to accept the sole proposer so the project can proceed to state review and later construction bidding. Staff also reported a sole source engagement with CSR Environmental and Consulting LLC to perform a required botany review; council approved that procurement as well.
For the Marla Street site, staff requested Authorization No. 1 to retain M2 Engineering to complete civil engineering and site design work — including drainage, grading, utilities and parking plans — at a fee of $69,500 to be paid from CO funds. Council approved the authorization and directed staff to keep the council informed during design and to return for construction‑bid steps expected in early next year.
Council discussion noted the projects are part of an ongoing multi‑year grant and project cycle and that timely completion of surveys will permit construction bidding in mid‑to‑early next year. Motions to accept the sole responses and to authorize engineering services were moved, seconded and carried by voice vote.
