Palmview council adopts midyear FY2024 budget amendment

Palmview city staff presented a midyear amendment to the FY2024 municipal budget and the council approved the ordinance.
City staff told the council that revenues fell in some areas — including lost tournament income tied to the parks department — while new revenue from the recently launched commercial solid-waste program offsets several costs. Staff also cited higher utility bills and insurance costs tied to new facilities and equipment, and noted the addition of an ambulance as another expense driver. "We just gotta watch those, you know, those expenditures and the rest of it," staff told the council, adding the city will provide quarterly budget reports to the council.
Staff explained that certain capital purchases appear as expenses in the current year even though they were financed with borrowed funds and do not reflect a one-time revenue source. City staff said the amendment is intended to align revenue and expense projections with year-end realities and recommended continued conservatism in projecting sales tax and other volatile revenue streams.
Council members moved and seconded the ordinance and approved it by voice vote. Staff said the finance team — including Art and Aurelia — will present quarterly updates to the council and monitor whether revenues come in as projected. The council did not take any final personnel or contract actions in this item; the motion was a budget amendment to reflect year-end projections and financing decisions.
