The Palm View City Council recognized the city’s passport acceptance facility after staff reported a perfect score in a U.S. Department of State inspection.
Annette Barrera, the facility manager, said the acceptance facility began operations in March 2022 and currently staffs four agents: Deborah Hernandez, Leticia Salinas, Barrera herself and senior agent Norma Rodriguez (not present). Barrera told the council the facility is one of six municipal acceptance facilities in the state and one of four in the Rio Grande Valley. She said the Houston passport agency’s quarterly newsletter acknowledged the perfect score following an April 2024 inspection by the Department of State, Bureau of Consular Affairs.
Mayor and council members praised the team and encouraged promotion of the service to attract more applicants; staff provided a dedicated appointment number (956‑432‑0319). Council lauded the facility’s convenience for residents and neighboring communities and acknowledged the modest revenue it can generate for the city while providing a service residents otherwise would travel to obtain.
The recognition was ceremonial; council did not take further formal action but encouraged staff to resume broader outreach now that staffing has improved.
