Eagle Pass council issues proclamations, hears immigration-focused public comment and moves to executive session

Orlando Salinas read proclamations naming October as Domestic Violence Awareness Month and declaring Sept. 30–Oct. 4, 2024, as Tax Office Week, praising local service providers and tax office staff. The domestic-violence proclamation noted national efforts and federal laws cited in the reading, including VOCA and the Violence Against Women Act.
During public comment, Miss America Garcia Greywall urged the council to adopt a proclamation for National Immigrant’s Day (Oct. 28) and criticized recent enforcement operations. She said the community “reject[s] mass deportation” and urged council to prioritize local needs, noting residents who lack running water and the absence of permanent cooling centers for seniors. Greywall also described witnessing uses of pepper gas at local vigils and asked the council to avoid complicity in what she characterized as harmful enforcement tactics.
The mayor introduced the consent agenda (items 2–8). Councilman Garcia moved to approve, Councilwoman Cruz seconded, and the motion passed unanimously as recorded in the transcript (nine ayes). The council then moved to item 9 and later recessed to executive session at 5:54 PM.
Before adjourning to closed session, the mayor read the items to be discussed in executive session under the Texas Government Code: lease and rental agreements for storage sheds at the Eagle Pass Golf Course (sections 551.071 and 551.072), property matters at 230 Main / 260 Washington Street (section 551.071), and economic-development amendments related to Chapter 380 agreements with Border Federal Credit Union and Eagle Hospitality Group (section 551.087). The council then went into executive session.
