The City of Manor Planning and Zoning Commission on Nov. 13 approved several routine and project-specific items, including a final plat, a permit extension tied to environmental remediation, two coordinated sign plans and a downtown setback variance.
Short-form final plat: The commission closed the public hearing and approved a two-lot short-form final plat for 5.735 acres at 11712 Arnhem Lane (applicant Beza Engineering PLLC; owner John Kerr). Staff said the item is not discretionary and no members of the public spoke on the plat. The motion to close the hearing and the subsequent approval passed unanimously.
Permit extension (Manor Heights Phase 6): Staff explained the project’s construction plans were approved in December 2022 and have a typical two-year effective window; the developer requested an additional year because remediation permitting with the Texas Commission on Environmental Quality (TCEQ) delayed the start of work. Engineer Alyssa Flynn said remediation work began the week of the meeting and completion is expected in early 2025. The commission approved the one-year extension 5–0.
Coordinated sign plans: The commission approved coordinated sign plans for two commercial properties. A coordinated plan for the Los Entrada Shops at the northwest corner of Till Gain Pass and US 290 was approved after staff confirmed monument sign heights and general compliance with the code. A second coordinated sign plan for 310 Murray Street (four tenant signs and a monument sign) was approved; staff noted the signs will be unilluminated and must follow the coordinated plan when individual tenants apply. Both sign-plan motions passed 5–0.
Setback variance — downtown: BuildBlock (owner Jiwon Jung) requested a variance to allow 5-foot front setbacks, reduced from the downtown-business standard of 20 feet, to facilitate a three-story mixed-use building with rear access, parking and utilities accessed from an improved alley. Staff said alley and drainage work will be required as part of site plan review; the commission approved the variance 5–0. Engineering review of drainage calculations and any requested detention waiver are pending and expected to return to the commission as needed.

Next steps: The commission’s heritage-tree recommendation will be forwarded to City Council for final action and for council to set any fee-in-lieu or other mitigation. Staff will continue engineering review of proposed drainage and detention calculations for the downtown setback project and expects follow-up at an upcoming meeting, likely in December.
