Manor council selects Option 1 for $3.4M CapMetro street-improvement list, prioritizing Stonewater roads

The Manor City Council selected Option 1 for the FY24 Capital Metro (CapMetro/BCT) project list, directing staff to submit the list to CapMetro. Staff said CapMetro offered approximately $3.4 million for fiscal year 2024; Option 1 would apply those funds to a program of street repairs and fog-seal work across roughly 3.7 miles, including Jamie Drive, Cummins Way and Timber Arch Lane in Stonewater, plus targeted repairs on Beaudark and Greenbury.
Public Works staff and council members discussed two other options: a partial expansion of Blake Manor to three lanes (Option 2), which would not be fully fundable this fiscal year, and a complex resurfacing/reconstruction of Paseo De Presidente (Option 3). Council members emphasized balancing spread (miles served) versus concentrated impact, and asked staff to provide maps and more data about residential and traffic impacts when possible. Councilmember Ryan moved to select Option 1; the motion carried 6–1, and staff may adjust the list later if needed when closing out the project with CapMetro.
Council also asked staff to explore sidewalk and connectivity projects that might be eligible for CapMetro funds and to pursue bids with appropriate local contractor notifications.
