Manor council certifies Nov. 5 election, swears in three councilmembers and adopts canvass ordinance

The council announced total registered voters of 9,652, 5,515 ballots cast and a turnout of 57.14 percent during the canvass of six precincts. The mayoral tally showed Christopher Harvey with 2,273 votes (49.67 percent), Robert Bataille with 557 votes (12.17 percent) and Trisha Campbell with 1,746 votes (38.16 percent). Council results included Emily Hill winning Place 1 with 2,822 votes; Maria Diamasquez winning Place 3 with 2,306 votes (55.71 percent); and Aaron W. Moreno winning Place 5 (reported totals read during the canvass).
Mayor Christopher Harvey and city staff presented certificates of election to the reelected councilmembers and arranged a brief photo opportunity. Each new councilmember then took the statutory oath of office before a presiding official. Emily Hill repeated the oath in full, saying, "I, Emily Hill, solemnly swear that I have not directly or indirectly paid, offered, promised to pay ... any money or thing of value ... and I further do solemnly swear that I will faithfully execute the duties of the office of Place 1 of the city of Manor, state of Texas ... so help me God." Maria Diamasquez and Aaron W. Moreno likewise recited the oath and concluded with "so help me God." The council asked members to sign their oaths after the ceremony.
Later in the meeting the council considered and moved to adopt an ordinance canvassing the election returns and declaring the results of the Nov. 5, 2024 general election. Councilmember Deja Hill moved to approve Ordinance No. 766, and councilwoman Weir seconded the motion. The presiding official called for a voice vote; when asked "All in favor? Opposed?" the presiding official declared the motion passed. No roll-call vote tally was recorded on the transcript.
The meeting adjourned at 7:24 p.m.
What happens next: With the ordinance adopted and oath documents signed, the three councilmembers are authorized to assume their duties. Any further procedural or administrative steps (such as filing oaths with the city secretary) were not specified during the meeting.
