Council approves transfer of about 35.6 acres into Manor's water service area for Nagle Estates

The Manor City Council approved an agreement to transfer approximately 35.6 acres from Manville Water Supply Corporation’s certificate of convenience and necessity (CCN) into the City of Manor’s certified water service area to enable the Nagle Estates portion of Manor Heights to be served by Manor.
Interim Development Services Director Michael Burrell said the acreage is adjacent to Manor Heights and was contemplated as part of that subdivision; the transfer moves the property from Manville’s CCN into Manor’s CCN for service purposes. Assistant City Attorney Veronica Rivera clarified the transfer “will not” address water discoloration problems on its own and that the agreement is strictly a transfer between the two entities to change the certified service area.
Council discussed system design considerations such as looping lines to avoid dead ends that can lead to circulation problems. The council moved and approved the agreement and authorized the city manager to execute it.
