Manor council approves several infrastructure, planning and survey contracts; sets TIRZ hearing

At a single meeting, the Manor City Council approved multiple actions on infrastructure, planning and surveys.
Change order closeout: Council approved change order No. 1 for the Cottonwood Creek West Tributary wastewater main extension, a closeout request that included a switch to a finer Type F bedding material; the change order totaled $26,185.68, approximately 1% of the contract. Staff said the project’s additional costs were partly covered by developer contributions and impact fees.
GIS upgrade: Council approved Statement of Work No. 41 to George Butler Associates Inc. to upgrade and expand the city’s geographic information system (GIS) for $20,000, adding licenses and cloud-hosted web maps intended to improve field operations and future asset management.
Tax Increment Reinvestment Zone (TIRZ): Council voted 7–0 to adopt Resolution No. 2024-39 to set a public hearing under Texas Tax Code Section 311 for a proposed downtown Tax Increment Reinvestment Zone No. 2 covering about 927.5 acres; staff recommended a hearing on Dec. 18 to direct preparation of a preliminary project and financing plan.
Cemetery survey: Council authorized the city manager to sign an agreement with LSI Land Design Services Inc. not to exceed $32,500 to survey and map the city cemetery and perform ground-penetrating radar work so the city can document gravesites and inform a future cemetery ordinance; Nora Sanchez, cemetery administrator, described repeated incidents where grave diggers struck existing coffins because records and mapping are incomplete.
Eminent domain: Council approved a resolution authorizing the use of eminent domain to acquire a permanent public utility easement totaling 20,835 square feet from Plata Holdings LLC for water and wastewater construction and operations (Resolution No. 2024-40); the roll-call vote was 7–0.
Pedestrian bridges: Council authorized the city manager to solicit proposals to study and design pedestrian bridges across two creeks along the US 290 corridor near Shadow Glen to improve connectivity and safety. Staff said the city will coordinate with TxDOT on crossings and request concept and cost proposals.
