The Manor City Council voted to approve a development agreement for the Landmark-managed Manor East Apartments at 13119 East U.S. Highway 290, allowing the developer to include a small number of units reduced from the city’s 1,000‑square‑foot minimum to 700 square feet.
Interim Development Services Director Michael Burrell told the council the project triggered a code requirement that reduces permitted unit size only if developers also increase durable exterior materials. “Since they want to go down to 700, there’s a 30% masonry requirement around their building,” Burrell said. The additional masonry would be added to some facades and extended on lower floors to meet that percentage.
A representative for Landmark, Robinson Zamorano, said the complex will include a range of unit sizes — “we only have a few units that are 700 square feet” — and that the mix enables price‑point variety across the development. Zamorano said the project already includes masonry on lower floors and that the developer will extend masonry on some facades to comply with the requirement.
Councilmembers asked for examples and clarifications about materials and where masonry would appear. Staff and the applicant described typical exterior combinations — fiber‑cement siding, masonry and stone — and said masonry would be increased on building facades and could be extended to second or third stories in places to achieve the 30% component.
Councilmember Ryan moved to approve the agreement; Councilmember Wallace seconded. The motion passed 6–1.
Next steps: the developer will proceed under the approved development agreement; staff will follow code and permitting processes for façade materials and building plans.
