Seabrook council approves health interlocal, small capital and grant-management contracts, budget amendments and appointments

At its Nov. 7 meeting Seabrook council approved an interlocal with Harris County Public Health for public-pool permitting, made a public-safety fund amendment of $29,980.36 for radios, contracted grant support for hazard-mitigation applications, reallocated ARPA funds for a park fence, and approved other appointments and routine items.
Seabrook City Council on Nov. 7 approved a series of routine but operationally important items: an interlocal agreement with Harris County Public Health for permitting and inspection of public aquatic facilities; an amendment to the Public Safety Fund for nearly $30,000 to replace aging radio control stations; a task order to Dura LLC for grant-management related to a proposed early-warning system; an ARPA reallocation and Foster Fence contract for park fence replacement; and several board appointments.
Interlocal agreement (5.2): Staff recommended, and council approved, an interlocal agreement giving Harris County Public Health authority to permit and inspect public pools (hotels, apartment complexes) inside Seabrook. Staff said the county's authority would allow immediate pool closures in public-health threat situations and would require follow-up municipal ordinance changes; council asked staff to return with additional swimming-pool ordinance language to adopt if needed.
Public-safety radios (5.3): Council approved amending the Public Safety Fund budget by $29,980.36 to replace end-of-life control station radios used by the police, EMS and fire departments. Council specified the funds should be recorded within the 2025 public-safety fund budget and approved staff to proceed.
Grant-management task order (5.5): Council authorized a task order with Dura LLC, not to exceed $17,500, to prepare grant applications for an early-warning system and a NASA waterline relocation project and authorized the city manager to execute associated documents.
ARPA reallocation and Foster Fence (5.7): Council approved Amendment No. 4 reallocating leftover ARPA funds to award a contract to Foster Fence for a fence replacement project at Baybrook Park, not to exceed $12,898.
Appointments and consent items: The consent agenda (minutes and second readings of two ordinances) passed. Council reappointed multiple members to boards and commissions and appointed Byron Hansen to the Planning & Zoning Commission to fill a vacancy (term to 01/01/2026).
Other actions: Council approved a resolution casting the city's five ballots for the Harris County Appraisal District board (council cast votes in favor of Mike Sullivan) and approved up to $21,000 to paint TxDOT's mechanically stabilized earth retaining walls with the Seabrook logo (logo painting in city blue included; painting sail shapes in multiple colors was discussed but deferred pending renderings and cost clarification).
Next steps: staff will return with draft ordinance language for pool permitting items, final invoices/approvals related to the radio procurement, and any required contract execution paperwork.
