Seabrook’s City Council approved a first-reading personnel-policy revision on Oct. 15 that adds prohibited technologies for electronic communications on city-owned devices and for devices that attach to the city network.
Staff said the change responds to state legislation referenced in the meeting as "SB 18 93," and that a municipal policy must be in place by Nov. 20. A staff member described the change as banning TikTok on city devices and on personal devices when they connect to the city network. "This is all due to, Texas legislation passing SB 18 93 where TikTok is banned on all government devices, cell phones, networks...We have to have a policy in place by November 20," a staff presenter said.
Council members discussed minor clarifying edits to the ordinance’s language and then approved the motion related to the personnel-policy revision. The Oct. 15 action was presented as the required municipal step to comply with state requirements; staff will return with final adopting language as needed.
