Council approves Chapter 380 agreement, playground resurfacing and boards appointments

In a series of unanimous votes, the Kennedale City Council approved a Chapter 380 economic development agreement with Southwest Ambulance, authorized resurfacing work at the Kennedale Town Center playground, cast the city’s five votes for the Tarrant Appraisal District and appointed several residents to city boards and commissions after executive session.
City Manager and staff said the ambulance company had met the agreed hiring goals and that the Economic Development Corporation provisions tied to employee counts had been satisfied. "He's already actually met that requirement," the City Manager said of the company’s employment target. The council voted to approve the Chapter 380 agreement unanimously.
Council also approved a resurfacing project for the Town Center Playground that will remove and replace the engineered wood surfacing, clean and check the French drains and resurface the play area. Staff said the work will be funded from the park dedication fund; the contractor estimated a 3–6 week completion window. Staff recommended routine maintenance (a poured‑in‑place coating) every 12–18 months; when asked about maintenance cost staff provided an unclear figure in the discussion.
On the Tarrant Appraisal District ballot, council agreed to cast two city votes for Wendy Burgess and single votes for Mike Alfred, Fred Campos and Gary Lasada/Losada. Following executive session, council returned to open session and made multiple appointments to city boards and commissions including the Economic Development Corporation, Kennedale Beautiful, Parks & Recreation, Town Center Board, Board of Adjustment and Library Board; all post‑session appointments were approved unanimously.
