Sweetwater council authorizes RFQ for CDBG engineering, approves Seed MDD funding and awards Newman Park trail contract

Unidentified staff described item 7A as a Phase 1 step in a community development block grant application process and said the RFQ would follow if the city is selected for Phase 2. The council moved and approved the authorization to issue the RFQ.
Seed MDD staff presented Resolution 2024-002 and told the council Seed MDD approved $41,005.35 to help extend the Newman Park trail from about a quarter mile to a half mile. The presenter said the amount exceeds an internal $15,000 threshold and required council approval. The council approved accepting the Seed MDD funds.
Sage Diller of EHT, the engineering firm that designed the walking-trail improvements, summarized the bid tabulation and recommended awarding the construction contract to Bonke Brothers for $263,435. Diller noted a calculation error in the low bidder's hydroseeding line item and said the engineering recommendation is to award as bid and later use a change order to remove hydroseeding if timing or season makes hydroseeding impractical. "We do recommend the award of contract be made to Bonke Brothers in the amount of $263,435," Diller said.
Council members moved and approved the contract award by voice vote. The Seed board was also reported to have directed staff to gather bids for replacement or repair of three park bridge crossings and return to council in the first quarter of 2025 with those recommendations.
What happens next: staff will proceed with the RFQ process if the city is selected for the grant, finalize the construction contract with Bonke Brothers and manage any change orders (notably hydroseeding), and return to council with bridge-repair bid information in early 2025.
