The Eagle Pass City Council unanimously approved an agreement on Dec. 3 with Union Pacific Railroad for inspections and flagger services at six highway-rail intersections — a step staff called necessary to finalize the city’s quiet-zone work.
City staff said the project has been in development for over a decade and that the current agreement represents what staff described as the ‘‘last agreement’’ with Union Pacific to permit construction to proceed. The contract covers railroad inspections of newly required medians and the provision of flaggers during construction to ensure safety and compliance; staff said the amount will not exceed $165,000 and funding is included in the capital budget.
Council moved to approve the agreement so the city can proceed with the construction work necessary to meet quiet-zone criteria and reduce train horn noise at crossings. Mayor Pro Tem Davis moved for approval and Councilwoman Cruz seconded the motion; council voted unanimously.
What’s next: Staff will coordinate with Union Pacific and contractors to schedule inspections and local construction to bring the crossings into compliance for quiet-zone status.
