The city confirmed funding is available for the project and emphasized a grant component makes the schedule time‑sensitive: the city must begin construction and complete certain milestones to meet grant requirements.
Councilmembers asked whether it was possible to negotiate with the top two firms given close scores; staff said the normal process is to begin negotiations with the highest‑scoring bidder and, if negotiations fail, move to the next ranked firm. Forward Construction has previously worked for the city, staff noted. Councilman Diaz moved to proceed with negotiations and authorize contract execution; council voted unanimously.
Staff will enter negotiations to finalize scope, schedule and contract terms and report back to council if material changes are needed.
