Board awards Greenbrier culvert contract to Hobbs Excavating; members debate PennDOT maintenance agreement and road liability

The Huntington Township Board opened bids for the Greenbrier Road culvert replacement and received two proposals: Hobbs Excavating at $299,500 and Inslee at $366,600. The board called for review by the township engineer and solicitor and then voted to award the contract to Hobbs "contingent on the approval of the engineer and the solicitor," after confirming Hobbs attended the pre-bid site visit.
Engineer Scott Longstreth told the board earlier in the meeting that the Green River (Greenbrier) replacement project bids were due at 7 p.m. and that he expected to move the project to construction; he also reported smaller culvert projects and work needed on Rolling Road. A resident and public commenter had urged the board to act, citing prior engineer notes that the culvert was in poor condition and requesting use of ARP funds to complete replacement.
In related road business, the board untabled a maintenance agreement with PennDOT covering portions of Slaveball Town Road, Snyder Road and Oxford Road so members could review liability and logistical questions. Supervisors discussed how many lane miles the additional roads would represent (committee members noted 4 miles, approximately 7.5 lane miles) and whether a proposed payment (about $8,000 discussed in the meeting) would cover salt, cinders and potential overtime. The chair asked the solicitor to review the agreement before the board makes a final commitment.
The board also received a routine roadmaster report describing shoulder and gutter work, brush trimming and immediate repairs made after heavy rains; members acknowledged the culvert issue had been progressing for months but said they were glad the temporary fix restored passable travel.
Motion and votes taken during this portion of the meeting included approval of the Hobbs contract contingent on engineer and solicitor review (motion carried by voice vote) and untablement of the PennDOT maintenance agreement for further review.
