Board approves multiple policy revisions after public comments on meeting participation rules

The Sheridan County School District No. 2 Board of Trustees voted to approve a package of policy revisions presented on first and second readings, after staff summarized changes and trustees debated several provisions.
Key changes presented for first reading included updates to the grievance procedure (AII/IJI), the sick leave bank (GCBF/GDBF) and staff leave and absence policies (GCC/GDC), along with clarifications related to FMLA provisions. Staff described additions such as using the term "parent/guardian," an appeal process that may include presentation with legal counsel, and revised timeframes for appeals.
The participation-at-board-meetings policy (BEDH) drew the most public attention. During the public comment period Shelley Pollock said the policy’s prohibition on discussing "performance or employment of individual school district personnel" raised constitutional concerns, arguing that "that means they can't praise personnel either" and calling for clearer language (SEG 594–614). Harry Pollock reiterated the point and cited an Eleventh Circuit decision in his remarks (SEG 633–652).
Trustees discussed the legal limits of public comment and executive session exceptions; Trustee Ramber indicated he would vote no on a section of the policy (SEG 1099–1129). Despite the concerns raised, the board approved the policies on second reading by voice vote (SEG 1160–1163).
Board members thanked the policy committee, district legal staff, and administrators for their work on the revisions and asked staff to clarify implementation details where appropriate.
Next steps: administrators indicated they will continue to refine policy language and will report back at subsequent meetings if statutory or legal guidance requires changes.
