Commission reapproves lapsed specific-use permit for church site

The Planning, Development & Zoning Commission voted unanimously on Oct. 15 to recommend approval of a specific-use permit allowing a religious organization to use a 6.91-acre tract on Old Massey Ranch Road.
Staff explained the site was previously rezoned with a specific-use permit for religious organizations in 2020 but the permit lapsed in 2021 because development did not occur. The applicant, on behalf of International Victory Christian Church, submitted a conceptual site plan showing a 6,336-square-foot church building, parking and a detention pond; staff concluded the proposal "is not expected to have any negative impact on nearby properties" and recommended approval with conditions covering platting, conformance to codes and shielded outdoor lighting.
The commission opened the public hearing, called for comments and received none, then approved the request 6–0.
Staff noted that final site and building plans will be subject to review and permitting and that requirements for sidewalks and road improvements along Massey Ranch Road will align with Brazoria County minimum standards where county jurisdiction applies.
