Manvel parks board backs exploring Keep Texas Beautiful affiliation to access grants

City of Manvel parks staff on Oct. 24 briefed the Parks and Recreation Board on the benefits and obligations of affiliating with Keep Texas Beautiful, and the board indicated support for pursuing an affiliation while staff investigates the legal and administrative requirements.

"It's a program that's been in place for more than 50 years… founded in 1967," Joseph said, describing Keep Texas Beautiful as an established nonprofit that provides grants, training and program support to local affiliates. Joseph said affiliation typically requires paying modest annual dues and demonstrating activity to the state affiliate.

Board members asked whether affiliation would change the city's nonprofit or tax-exempt status or create conflicts with existing arrangements such as support for Keep Pearland Beautiful. Joseph said staff would research whether the parks board should register as the affiliate, whether a city entity (for example an economic development corporation) should sign up, or whether an independent volunteer nonprofit should be reactivated.

Members noted existing local relationships: several members described the recycling center arrangement (city contribution to cover citizen drop-off costs), and one member said a previously dormant 'Keep Manvel Beautiful' account may contain roughly $23,000. Several board members urged that corporate partnerships and volunteer recruitment be considered as part of any affiliation strategy.

Next steps: Staff will investigate affiliate-registration requirements, confirm any ongoing local Keep Manvel Beautiful account status, and report back to the board with options for (1) parks board serving as the affiliate, (2) a separate volunteer nonprofit reactivation, or (3) another city entity signing up.
