On Nov. 4 the Manvel City Council amended Resolution 2024-R-30 to change fee-schedule items tied to the recently adopted animal ordinance and outdoor facility use. Tammy (staff) explained that the fee schedule update formalizes fees already adopted by ordinance, adding items such as sellers’ permits and petting-zoo permits and clarifying outdoor facility-use fees for nonprofit and for-profit events.
Mayor and council members expressed concern that seller-permit fees (listed in staff materials at $150 per litter) and petting-zoo permit fees could discourage compliance or prevent small businesses and community events from participating. The mayor proposed zeroing those fees to encourage compliance; Councilman Bonner seconded the amendment. The council voted to amend R-30 to set the seller-permit and petting-zoo permit fees to $0, and then approved the amended resolution; both votes were unanimous, 6–0.
Council retained adoption fees for animals, citing that adoption fees help cover vaccination and processing costs. The amendment and final approval update the city fee schedule; staff will incorporate the change into administrative procedures.
