Manvel — The City Council approved the first reading of an ordinance reauthorizing a specific-use permit to allow religious use on a roughly 6.9‑acre tract on Old Massey Ranch Road.
Planner Ellie told the council the SUP had been approved in 2020 but lapsed in 2021; the applicant (International Victory Christian Church) submitted a conceptual site plan for a 3,600‑square‑foot church with parking and drainage provisions. Staff recommended conditional approval with landscaping, shielded lighting and compliance with building and fire codes.
Before the council vote, members identified a typographical error in Exhibit B that referenced "AutoZone"; the council voted to amend Exhibit B to replace the incorrect reference with "church." With that amendment, Councilman Bonner moved and Councilman Perry seconded acceptance of the ordinance as presented; the motion passed as recorded in the meeting.
Mayor Davis noted that detailed review of site and building plans will take place during normal permitting and plan-review processes.
