Manvel parks board member to leave after hiring by Public Works; alternates to cover vacancy

Staff replied that city employees cannot serve on the parks board and that, if the board still has a quorum, "tonight could be your last night," with alternates sitting in until the city council takes any permanent appointment action. Staff said they would reach out to alternates to ask whether one of them wants to be considered for a permanent seat or remain an alternate while the city advertises the opening.
Board members thanked the departing member for his short-term service and clarified that the council would have the authority to appoint a permanent replacement; the parks board may seat alternates temporarily for quorum purposes but cannot itself make an official appointment.
The board also approved the minutes from the previous meeting by voice vote and agreed to skip the December meeting and return in January; a motion to adjourn followed.
No formal resignation paperwork was recorded in the meeting minutes transcript; staff said they would coordinate with alternates and take the vacancy to city council if a permanent appointment is requested.
