Manvel board weighs Keep Texas Beautiful affiliation after public corrects dormant account

Board members and staff then discussed whether the city needs a registered nonprofit to affiliate with Keep Texas Beautiful. "We'll look into that to make sure what the status is and see what's needed to make sure it is active," said Joseph, a city staff member, describing staff follow-up to confirm whether an existing nonprofit can be reactivated or whether a separate volunteer affiliate should be formed.
The board discussed options for structuring a partnership: some cities use the parks board itself as the affiliate; others rely on a separate volunteer group that handles fundraising, grants and field operations while the parks board provides guidance. Board members favored exploring a partnership model that would rely on outside volunteers with staff liaison support rather than making the parks board the operational arm.
Staff said they will research the Keep Texas Beautiful affiliate program's minimum membership and registration requirements and bring recommendations back at the next meeting. Meanwhile, public commenters offered to help recruit volunteers and suggested small grants (for example, a monarch butterfly grant of about $500) as starting points for community-led projects.
The board gave no formal approval to start the affiliate application on Nov. 21 and asked staff to return with documentation on nonprofit status, membership minimums and suggested next steps.
