Consultants presented a draft strategic plan and a community profile labeled the “Manvel Today” report during the City of Manvel’s Nov. 4 workshop, laying out a vision, mission, core values and a schedule for public engagement and adoption. Jennifer Mack of Kinda Keys Collaborative told the council the project team has completed nine focus groups, a forum at Church of Harvest, three city workshops and an online survey that received 676 responses. "This is the second workshop with the proposed strategic plan," Mack said, noting the plan will feed directly into the upcoming comprehensive-plan and major-thoroughfare updates.
Mack highlighted demographic and land-use takeaways: Manvel’s median age has remained roughly level since 2010, the local housing stock is overwhelmingly single-family detached (87.8 percent), and smaller “missing middle” housing types (duplexes/triplexes) are nearly absent. She also emphasized Manvel’s low population density relative to nearby cities and that many residents commute out of town for work, which affects daytime traffic and infrastructure needs.
Council members used the workshop to flag priorities and request clarifications. Councilman Lance emphasized public safety and the police department’s resourcing needs, requesting candid updates from the police chief. Other council members urged stronger emphasis on sustainable economic development and asked that access for people walking pets and other non-vehicular users be considered as the plan refines trail and sidewalk recommendations.
Mack outlined the project schedule: additional engagement activities before the holidays, revision of the draft based on council and public feedback, and a potential adoption hearing in January. The plan would then inform a future phase of the comprehensive plan and thoroughfare-plan updates with further workshops and an open house expected between May and July.
The workshop is advisory; no formal action was taken. Council directed staff and the consultant to incorporate feedback and return with revised documents and further opportunities for public input.
