Manvel commission approves small reserve for Brazoria County MUD 57 lift station after neighbor concerns

The Manvel Planning, Development, and Zoning Commission voted unanimously on Dec. 9 to approve a final plat reserving a 0.0574-acre site for Brazoria County Municipal Utility District No. 57’s Lift Station No. 2, conditioning approval on an approved drainage plan from the applicable drainage district and approved construction plans for Cruiser Road per city ordinance.
Staff described the proposal as creating "a 0.0574 acre reserve for a lift station site within Meridian," and said the site lies inside the city and within applicable Brazoria County drainage jurisdictions. Staff recommended approval with two conditions: provide an approved drainage plan from the applicable drainage district and provide approved plans for construction of Cruiser Road in accordance with the city ordinance.
A nearby resident, Mark Knightsey of 6602 Cruiser Road, told the commission he lives directly across the street from the proposed facility and asked the developer to consider an alternative location. "We found out 10 days ago when they started to drain the lake," Knightsey said, adding that four homes on Cruiser Road may be affected by drainage and road changes and that a nearby bridge is substandard. Knightsey asked that Meridiana, the developer name used in the record, consider siting the lift station closer to the railroad or otherwise away from residents' front yards and requested follow-up contact information.
An applicant representative said the site was chosen to consolidate utilities. "The location was just picked for the best spot for all the utilities to come in into 1 spot," the representative said, and added that geotechnical borings and much of the design work had already been completed at that location.
Commissioners exchanged questions about which detention ponds and road projects are related to the work; staff and other commissioners said the Cruiser Road expansion and a detention pond on the north side of Cruiser Road are under review and that drainage jurisdiction questions fall to the applicable drainage district. The chair and staff offered to exchange contact information after the meeting so residents could get more details.
A motion to approve the final plat with the two staff conditions was made and seconded and passed unanimously, 5-0. The commission then approved a separate motion directing staff to provide applicants written statements of conditions for conditional approvals and reasons for disapproval under Texas Local Government Code 212.0091.
