Manville council approves first reading to let Keating seek a second dealership parcel with conditions

Developers seeking to amend the Del Bello Lakes planned-unit development asked the Manville City Council to allow motor-vehicle dealership uses on a 16.3-acre portion of a larger commercial tract south of Del Bello Boulevard.
David Mintzberg and members of the development and brokerage team described past infrastructure investments on the overall tract and said a Keating Auto Group sales/service facility would catalyze smaller retail pad sales and generate impact fees to fund Del Bello Boulevard and other improvements. Keating representatives highlighted community sponsorships, local hiring and a concept site plan they said would include dense landscaping and lighting controls.
Staff and the planning, development and zoning commission had recommended denial, citing the original PUD’s expectation that dealership uses be limited north of Del Bello and residents’ concerns about lighting, traffic, drainage and loss of varied commercial acreage. Council members pressed developers about the exact acreage, photometric studies, traffic and whether the application would permit multiple dealerships; applicants repeatedly said their request was limited to the 16.3-acre frontage and that they would comply with city permitting standards.
Council approved the ordinance on first reading with conditions discussed at PD&Z and staff recommendations — including a minimum landscaped buffer (council settled on 30 feet proposed by the applicant, with staff minimums noted), an on-site masonry wall, dimmable/shielded lighting to IES standards to limit overspill, and a requirement that vehicle transports be accommodated on-site. The motion passed 5–2. The ordinance returns for a required second reading on Dec. 2.
