Council appoints Nicole Romaine as town clerk and honors Brian Kelly on retirement

The South Kingstown Town Council on July 8 approved the town manager—s appointment of Nicole Romaine as town clerk, effective Aug. 5, 2024, and adopted a citation recognizing Assistant Park Superintendent Brian Kelly on his retirement after 31 years of service.
Jim (speaker) recommended promoting Romaine from deputy town clerk, noting she served as acting clerk while the current clerk was out and played a key role in municipal and housing court operations. Romaine described her municipal background, said she is close to obtaining the Certified Municipal Clerk (CMC) credential and detailed prior experience in California and in municipal court administration.
Council members praised Romaine—s public-facing skills and internal experience; one councilor called the appointment an example of internal growth and expressed support. The council approved the appointment by voice vote.
Earlier in the meeting the council adopted a resolution recognizing Brian Kelly, the assistant park superintendent, for decades of service including carpentry, facility renovations and leadership in the Parks and Recreation Department. Terry Murphy read the memorandum and the council presented a citation.
The council moved on to the town manager—s report after completing those items.
