Town staff reported they had earlier authorized Scholar Painting to do interior work for $63,430 with prevailing wage. That contractor subsequently became unresponsive and the next-lowest bid would make the full project cost roughly $111,100, so staff proposed completing only the first floor or reposting the RFP. The administrator told council that because the work would use ARPA funds the town must act before the end of the funding window; a councillor moved to instruct the town administrator to reissue the painting RFP (14‑day minimum), which the council approved.
Separately, the police chief requested the council authorize a public hearing to consider setting a 15 mph speed limit for Wood River Circle; the council voted to schedule the public hearing. The chief also publicly thanked officers Sergeant Laterio and Officer Paul Marshall for DUI enforcement recognition, noting the awards and local public‑safety impact.
