Council allocates remaining ARPA funds to town hall repairs and elevator grant match

Town Administrator Karen (speaker 10) outlined the town’s remaining ARPA balance and recommended a set of expenditures the council should approve before the federal deadline for allocations. She presented bids and estimates: interior painting ($63,430), porch refinishing ($3,750), roof replacement ($58,000), $20,000 for environmental and engineering to complete work on the 4 Richmond Townhouse Road project, a $5,000 small-business grant for ‘Mama Earth,’ and $27,803.12 intended to complete the local match for a police-station elevator grant.

Council members questioned vendor specificity and requested that the motion list the recommended contractors. After discussion and an amendment listing the preferred vendors (Styla Painting LLC — interior painting; NSI Incorporated — roof; Elko Painting — porch), the council approved a consolidated motion to accept the bids and allocate funds as presented. The approvals were explicit about conditions: vendors and amounts were included in the motion and the matching allocation for the elevator grant was recorded as $27,803.12.

Council members said staff verified bids and prevailing-wage compliance where relevant; one low bid was withdrawn because it failed to include prevailing wages. The council directed town staff to proceed with contracts and to confirm references and compliance documentation.

Next steps include contracting the selected vendors, completing required environmental studies and engineering for the townhouse project, and processing the small-business grant payment.
