Richmond council approves rule change, processes appointments and tables economic development task force

Rules change: Council approved an amendment to the town council rules and procedures to add “new hires” into the appointments/resignations portion of the agenda so personnel approvals can be heard earlier, a change intended to reduce time that employees and volunteers must wait at long meetings. Staff and the solicitor clarified open‑meetings requirements and noted agenda headers should only appear when substantive items exist.
Appointments: The council considered and approved appointments and reappointments across multiple boards and commissions, including the Recreation Commission, Rural Preservation Land Trust, Tree Warden, Cherryhope Building Committee, Planning Board and Board of Tax Assessment Review. Several applicants spoke about experience and qualifications before roll call votes confirmed appointments.
Comprehensive plan update request: Council asked the town planner and town administrator to prepare a concise status report on the comprehensive community plan’s goals, policies and actions and to summarize implementation progress. Planner Talia said the comp plan and its goals are online and that compiling implementation status will require input from several boards and may take until March; council approved scheduling the summary at a future meeting.
Economic development task force tabled: Councilor Palmachano proposed a Richmond Investment for Commercial Health Task Force to accelerate economic development and coordinate across stakeholders. Members of the Economic Development Commission expressed concern about duplication and recommended using liaisons or strengthening the existing commission; councilors asked proponents to meet with the EDC and refine a structure and draft resolution. The council tabled the proposal for further discussion.
Memorial dedication: Council approved a ceremonial dedication of a blank Adirondack chair to the late Ralph H. Woodmancy and discussed consulting the family and avoiding duplicative dedications (a softball field had previously been dedicated to Mr. Woodmancy). Councilors emphasized sensitivity to precedent in memorial naming.
Next steps: Staff will draft the comp‑plan implementation summary and return with a timeline; proponents of the economic development idea will meet the EDC and return with a draft formation/resolution for council consideration.
