Board approves LEA licenses, parent-complaint policy amendment and other routine items

At its Oct. 8 meeting the Morgan County School Board approved a set of administrative policies and routine items, including LEA- specific licenses, a revised parent complaint policy and several procedural agreements.
Board member (Speaker 2) moved to approve LEA-specific licenses and the motion carried after discussion about the licenses’ purpose and disclosure requirements. Administrators explained the licenses are district-specific authorizations for educators who do not yet qualify for standard state endorsements; once approved the licenses must be posted publicly but not by individual name.
The board also considered the superintendent’s recommendation to reapprove a parent complaint policy. During discussion board members pointed out that the policy's language still referenced a complaint form that is not publicly posted. On the advice of legal counsel, the board amended the policy to remove the requirement that parents submit complaints "using the form provided in this policy." The amendment passed and the policy was adopted as amended.
Other approvals: the board approved the seminary purchase-and-sale agreement after brief review of property boundaries and approved a homeschool affidavit. Attempts to convert the COG discussion item to an approval item were declined because the COG agreement had been posted only as a discussion item.
