Council members asked how many homes might apply and how projects would be phased; staff said applications are processed as funds and applicants become available and that past experience showed uneven application waves.
One council member voted against the amended resolution, but the motion passed 3-1. Council members expressed support for the program's benefits to residents and commended staff's work managing long-running projects under the HOME program.
