The council accepted a petition to form the Morgan Farms Public Improvement District (PID) and authorized notice for a public hearing to be held Nov. 12 at 6 p.m. at Josephine City Hall.
Applicant representative Robert Miklos described the PID as intended to fund public infrastructure such as roads, sewers, sidewalks and other improvements that supplement standard subdivision infrastructure. He said the petition included a probable cost sheet showing anticipated public improvements and that the PID process typically culminates in a preliminary service and assessment plan outlining methodology and proposed assessments.
Council members asked how long assessments might run; staff and the applicant said assessments are commonly structured over 25 to 30 years, with the buyer having options to pay off assessments or escrow them through mortgage arrangements. The council approved a motion to accept the petition and direct staff to publish a hearing notice; the motion passed 3-1.
Next steps: City staff will publish notice for the Nov. 12 public hearing and applicants will prepare the preliminary service and assessment plan and cost materials for public review.
