The City of Josephine voted to award the North Wastewater Treatment Plant contract to Horton Excavating LLC after staff review and standard due diligence.
City staff reported three bids were opened on Aug. 29 and that Horton submitted the lowest responsible bid at $18,980,000. Staff said they checked references and financial stability and believed Horton had the equipment and experience to complete the work. If awarded, staff said they would schedule a pre-construction meeting and issue a notice to proceed as soon as possible; the project timeline is 700 days.
Council voted 3-1 to award the project to Horton Excavating LLC. Staff noted discussions about regional wastewater planning and encouraged coordination with nearby MUDs and entities on future service arrangements, but the immediate decision was to proceed with the city's selection.
Next steps: Staff will finalize contract documents, set a pre-construction meeting and begin procurement and mobilization activities.
