Council approves $346,921 contractor change order for Public Safety/Community Center project

The City of Josephine accepted a construction update from AGCM and approved a contractor change order totaling $346,921 for the Public Safety Building, community center and annex project on Nov. 12.
Ethel, the project manager, presented October activity and percent-complete figures for foundations, structural work, drywall and other elements. Ryan Roseborough of AGCM described the requested change order as covering three items: (1) transferring owner-installed domestic and fire water utilities into the contractor—s scope to avoid warranty and coordination conflicts, (2) increasing culvert capacity at TxDOT—s request (doubling culvert size), and (3) swapping an all-glass exercise-room wall for an overhead roll-up door to improve ventilation and flexibility.
Roseborough said the change order is a contract change to the contractor but is funded from existing project budget 'buckets' and owner contingencies, so the overall approved project budget is not increasing. "It's a change order to Speedbabs contract… but it's not a change order to the project budget overall," Roseborough said.
Council members pressed for clarification that the $346,921 would not raise the approved project total; staff confirmed the money will be reallocated within the approved budget. Council also asked about schedule impacts and product ratings for the roll-up door; staff said the community center delivery is expected the week of Dec. 16, the annex in a few weeks, and the public-safety building completion is expected in 2025. Product information on wind-load ratings for the roll-up door would be provided to council.
