Arizona Senate advances and passes multiple House bills; one bill initially failed then passed on reconsideration

On third reading the Senate passed House Bill 23 43 (relating to the Supreme Court) by a recorded vote of 27 ayes, 0 nays, 2 not voting and 1 vacant. House Bill 24 05 (relating to health care institutions) also passed by 27 ayes, 0 nays, 2 not voting and 1 vacant. House Bill 26 28 (amending Title 32, chapter 18, relating to the Arizona State Board of Pharmacy) passed with the secretary reporting 27 ayes and 0 nays with 2 not voting. House Bill 27 20 passed by a recorded vote of 27 ayes, 0 nays, 2 not voting and 1 vacant.
House Bill 24 47 initially failed on third reading when the clerk reported 15 ayes, 12 nays, 2 not voting and 1 vacant. Later in the session Senator Kavanaugh moved to reconsider that failure; the motion carried, the bill was placed on reconsideration and then passed on reconsideration by a recorded vote of 19 ayes, 8 nays, 2 not voting and 1 vacant. Senator Ortiz explained her aye vote during the reconsideration, saying the bill "builds on" prior legislation, would expedite the building process by allowing certain city administrative approvals and that the League of Cities and Towns and some municipalities supported it.
Clerks recorded passage for measures that were signed in open session and the secretary was instructed to transmit the enacted measures back to the House. Committee meeting notices and routine appointments to committees were also announced before the Senate adjourned to its next session on March 27, 2025.
