City project managers and engineering consultants updated the Council on multiple capital projects and related contracts.
Elizabeth Hudgins (project presenter) reported that the Public Safety Building is progressing toward utility completion and precast-wall erection and that the Community Center is largely enclosed with windows installed. She said most interior work and plumbing at the annex is complete. One fire-sprinkler inspection for the Community Center did not pass and requires an adjustment to reach required pressure; Hudgins expected that correction to be resolved within days.
The Council accepted the monthly engineering reports. Dunaway DBI summarized subdivision activity and pre-construction for the Magnolia Wastewater Treatment Plant Phase 2; the firm also noted the North Wastewater Plant discharge permit was proceeding to a contested-case hearing. Kimberly Horn & Associates reported Collin County approval for a booster-station item and said the water/wastewater/roadway impact fee study remains pending TCEQ review.
Council approved an amendment to IPO 26 for construction observation on the Caddo Street rehabilitation project in the amount of $26,100; staff said some of that amount was funded by developer contributions. Council also approved IPO 30 for on-call engineering services (hourly billing) with an authorized amount up to $50,000 for the new budget year; staff said invoices will include task-level detail.
Council members asked for clearer documentation on pending change orders and requested the contractor-proposed change-order list be presented at the next meeting. Next procedural steps include staff delivering detailed change-order proposals and continued inspections to close out outstanding punch-list items.
