He told senators the bill streamlines regulation and reduces administrative burdens on manufacturers without changing federal or state competency requirements enforced elsewhere.
A senator asked for documentation of where installer competency requirements are otherwise codified; Tacinelli agreed to provide those references. The committee adopted the Bullock amendment and gave the bill a do‑pass recommendation (6 ayes, 1 nay recorded).
