Land Use reports nearly 400 short-term rental registrations and moves to implement state zoning changes

The Land Use Department told the council that short-term rental registration under the July ordinance has produced 394 applications in roughly nine weeks, with 16 duplicates and approximately $67,000 collected, according to staff.
Jen, the Land Use director, said staff worked to implement the ordinance and that the state made multiple 2024 changes to zoning and land-use law requiring local ordinance updates. She said planning boards recommended an ordinance on tents and containers and that the Historic District Commission is reviewing parcel additions.
On accessory dwelling units (ADUs), Jen said there are about 70 ADU units in town and 22 new ADU applications in the past three years. The department is offering pre-approved ADU designs in certain size ranges to fast-track approvals and reduce special-use hearings. Jen warned that enforcement and proactive short-term-rental management will require more administrative support and flagged potential revisions to ensure road access meets fire standards.
