The town’s project architect recommended replacing the entire roof instead of piecemeal repairs, saying the existing shingles were brittle and 'beyond 50 percent of the expectancy' and that completing the entire roof would avoid visible mismatched lines in the building façade. "I would, as I've suggested, prefer to do the entire roof and be done with it," the architect said, adding the full replacement estimate at roughly $55,400 for 37 squares including plywood where necessary.
Some council members urged a competitive bid process for work not included in the original contract; others said introducing a second contractor mid-project could cause scheduling and aesthetic problems. The council ultimately voted to authorize the change order not to exceed $60,000, including replacement plywood if rot is found, using unspent OPERA funds for the authorization.
Council members asked the project leads to produce warranty documentation and file project records with the building official’s office and the treasurer so future officials can reference installation dates and warranty terms. The council also agreed the DPW will assist installation and that the architect and site representative will finalize the change order scope in the coming days.
