Dr. Sakina Lawal of TMDA HR Solutions presented proposed updates to the Town of Scituate's Human Resources Manual at the Aug. 8 council meeting, outlining new or revised policies and asking the council and staff to review redlined language and respond via an anonymous feedback form.
The presentation, which the consultant said was based on a contract awarded in 2023, highlighted five priority areas: a vaccination policy and exemption process (previously missing), a comp‑time policy to distinguish hourly and salaried employees, an updated controlled‑substances policy, inclusion of the Pregnancy Workers Fairness Act (02/2024), and employee onboarding and training through the Trilliant platform. "I promise this is going to be, pretty, informative," Lawal said while introducing the materials and the town‑specific approach TMDA used.
Councilors and members of the public pressed for procedural clarifications. A resident asked whether department heads had been consulted; Lawal said department heads had contributed at the job‑description level and that TMDA would distribute an anonymous feedback link so staff and benefits coordinators could provide additional input. Council members also discussed the HR committee's long history of intermittent attendance and the committee's plan to engage department heads during the redlining and review process.
Council debate turned to funding. Councilors confirmed that earlier TMDA work had been paid from ARPA funds and that the council had a limited ARPA balance remaining. After discussion about the consultant's scope and available funding lines, the council voted to continue TMDA's services with a not‑to‑exceed budget of $45,000, to be paid from ARPA funds initially and from an operating consultant line if the scope exceeds the ARPA allocation.
What happens next: TMDA will distribute the feedback form and share presentation materials. Councilors said they expect further redlines and follow‑up meetings with department heads; the town will decide which redlines to adopt before formally replacing older policies in the HR manual.
